A Moscow court has issued an absentee arrest warrant for Andy Stone, the spokesperson for Meta, for two months pending trial on multiple charges related to terrorism, this development highlights escalating tensions between Russia and Meta, the parent company of major social media platforms, following Russia’s military actions in Ukraine in February 2022.
The Ban on Social Media Platforms:
In response to the conflict, Moscow swiftly banned Meta’s key social media platforms, including the widely popular Instagram among Russian citizens, the Russian communications regulator, Roskomnadzor, also blocked Facebook after Meta restricted access to Russian state media RT and Sputnik within the EU, citing security concerns.
Charges Against Andy Stone:
The Basman District Court in Moscow has charged Stone under various sections of the Russian criminal code, including promoting terrorist activities, public calls for terrorist activities, public justification of terrorism or terrorist propaganda, and public calls for extremist activities, stone has been placed on wanted lists in Russia and internationally.
Meta’s Response to Russian Legislation:
The Russian Interior Ministry initiated a criminal investigation against Stone in late 2022 without specifying the charges, the Russian Investigative Committee stated in March 2022 that it had opened a criminal investigation into the illegal actions of Meta employees, naming Stone directly, according to the committee, Stone had lifted the ban on calls for violence against the Russian military on Meta platforms, framing it as a form of political expression, thereby inciting extremist activity.

The tension between Meta and the Russian Federation has intensified since the Russian invasion of Ukraine, in October 2022, Russia’s financial monitoring service added Meta to its list of terrorist and extremist organizations, this classification criminalizes the access to Instagram or Facebook by Russian citizens, even through VPNs, which have seen a surge in demand as Russians seek to circumvent Moscow’s censorship measures.
